The Proposal National Educators’ Association For Development NEAD
For 2010-2011
I- Introduction
National Educators’ Association For Development (NEAD) is one organization of the teachers in Cambodia who have formed in 14 January, 2007
and have got a register in the Ministry of Interior on 05 April ,2007 and NEAD has became a member of EI in 01-03 December ,2009.
Now NEAD has 2950 members and 9 provincial braches and more than 10 district branches. NEAD have formed in the context that Cambodia was tried to improve the quality of education and promotion the education for all (EFA).In this context Cambodia is progressing the education sector when more private and public school from primary school to university have established in national wide with this progressing the number of teachers also have increase .The same time of this developing the labour conflict between teachers and their employers are also increase .
Now Cambodia have more than 100 000 teachers and education staffs but this number is not enough for the population in crease. There for as principle the Cambodia government has recruited more than 3000 teachers every year but Cambodia still have lack of teachers specially in the rural area and over teachers in the towns or city this event have took place in Cambodia too many years ago because of corruption.
II-The Objectives of Proposal
In order to empower of the teacher in Cambodia NEAD have tried to organized teachers for negotiation with the ministry of education youth and sport and Cambodia government to enhance and improve the quality of education and working condition of teachers .NEAD have set the objectives as follow :
- To recruit more members and more activists of NEAD
- To establish more branches committee in the national wild
- To collecting dues as principle dues is the key point of NEAD
- To conduct training to members , activists, m district leaders and national level training .
- To do MOU with the district ,provincial education and youth department and with the ministry of education youth and sport .
- To build good cooperation with authority and NGOs in aims to improve the education quality.
III- Strategy and activities of NEAD
- To visit the provinces for organized the teachers in all provinces and unity to empower of NEAD in negotiation with government and ministry of education
- To campaign the membership and activist
- Dues campaign
- Do training to members and leaders on human rights ,democracy, grievance handling, negotiation ,civil servant code, national and international standards
- Lobby the education authority to do MOU with NEAD
- Establish the more branches committee
- Conduct TOT on curriculum ,training programmed ,methodology ,lesson plan, session plan and objectives of training ,
- Conduct refresher course to the trainers on the national and international standards ,civil servant code ,CBA.
